კონკურსის შესახებ:
Request for Quotations for the Design of a Plan for Improving People-Oriented Services at Tbilisi City Court and Rustavi City Court.
Background:
The USAID-funded Promoting Rule of Law in Georgia Activity (PROLoG) aims to strengthen the justice system to ensure due process, judicial independence, and the protection of human rights. The activity is designed to address key challenges in the rule of law sector and capitalize on new opportunities for justice sector reforms. PROLoG works closely with Tbilisi City Court (TCC, ) the biggest court in Georgia, and Rustavi City Court (RCC) to develop people-oriented services and improve the quality of interactions with the court users. In September 2020, a Working Group on Development of People-Oriented Services was assembled within TCC at PROLoG`s initiative. The Working Group, which includes judges and staff from, held its 1st meeting in October 2020 on community-oriented justice, with the involvement of New-York based non-governmental organization Center for Court Innovation (CCI).
In the beginning of 2021, PROLoG held meetings with the Chair of RCC and TCC staff members (including the Court Manager and the Head of Citizen Services). Court representatives shared various ideas on improving people-oriented services, which included installing automatic-reply (bot) functions for Web and social media pages (in order to provide answers to frequently asked questions); improving the effectiveness of the call centers and the registry; producing brochures/animations; explaining how to calculate court fees, etc. During the meetings, it became clear that in order to effectively start tackling various challenges that the courts face in terms of providing quality people-oriented services, it is necessary to first study/analyze existing communication tools/services and then come up with a step-by-step plan for upgrading them. Because of the specialized knowledge of effective communication and IT tools required for designing such a plan, the most effective approach would be to hire a company specializing in improving such services. As a second phase, the same company could also be asked to take part in implementing some of the suggestions included in the proposed plan for improving people-oriented services.
Proposed Goals and Approach:
PROLoG seeks to hire a company to develop a plan for improving people-oriented services at TCC and RCC based on a swift needs analysis conducted in consultation with TCC and RCC representatives, and USAID/PROLoG. After studying the effectiveness of existing people-oriented services at TCC and RCC, the company will provide specific suggestions for improving these services, taking into account specific needs of each court. Based on the suggestions, the contract may be extended to include assisting TCC and RCC with actual implementation of some of the proposed measures.
Period of Performance
April 19 - June 30, 2021.
Deliverables:
** At the conclusion of the activity, the company will submit:
** A brief report that includes an analysis of existing people-oriented services at TCC and RCC;
