Project Summary:

The project Organic Agriculture and Rural Tourism Development in Mtskheta-Mtianeti region (OART) is funded by the Austrian Development Cooperation and implemented by the Biological Farming Association Elkana. The duration of the project is 48 months (October 2019 - September 2023). It will be implemented in two geographic locations – Tianeti municipality and Lower Pshavi area (Dusheti municipality) of Mtskheta-Mtianeti region.

The overall objective of the project is to create economic opportunities for men and women in deprived rural areas with high potential for sustainable tourism and agricultural development. By focusing on generating economic opportunities in these two sectors, the expected impact of the project is to reduce poverty through sustainable local economic development in the Mtskheta-Mtianeti region.

The project will have two components: Under Output 1, rural households in target areas will receive support to improve their agricultural practices and start sustainable local development initiatives. The project will develop capacities of target groups by organizing training courses, consultations and study visits for farmers and businesses. Some of the challenges hindering the development of priority agricultural sectors will be addressed through a business competition, which will be open for farmers and businesses. Elkana will also help several farmers in converting from conventional to organic farming and provide necessary support in this process. In addition, Elkana will support target groups in establishing links with market players through attending exhibitions/fairs and workshops, where they will be able to better understand market requirements and to promote their products.

Under Output 2, Georgian national authorities and local government are capacitated and cooperate for an enabling environment in the Mtskheta-Mtianeti region. Elkana will identify needs and organize training courses for these stakeholders, bring them together for the analysis of the development potential of Tianeti municipality and contribute to the implementation of some of the priority interventions identified through this process.

Purpose:

The purpose of this assignment is to conduct a value chain (VC) study with the view to: (i) understand the market system for organic agriculture (OA) & rural tourism (RT) and to identify opportunities for green growth within these sectors in the project areas; (ii) understand the challenges and potentials for vulnerable population (the poor, ethnic minorities, youth and children, people with disabilities, etc.) in value chains related to OA and RT; (ii) to develop recommendations for the project that ensure maximum benefit of the poor and vulnerable groups and the environment in line with national development plans and commitments; and (iv) to develop baseline indicators for the project.
