კონკურსის შესახებ:

Tetra Tech ARD is implementing the Good Governance Initiative (GGI) in Georgia project, funded by the United States Agency for International Development (USAID). Its goal is to strengthen transparency, accountability, and effectiveness of governance in Georgia, within the legislative and executive branches at the central and local government levels. GGI`s primary partners are different agencies in the executive branch, local governments as well as Parliament of Georgia, and the objectives of the project are:

** Improved public administration at all levels including financial management
** Access to independent and reliable information and increased civic engagement
** Evidence-based policy development and law-making
** Strengthened institutional oversight of government.

Background:

GGI supports the State Inspector`s Service (SIS) to implement various initiatives intended to raise public awareness on personal data protection. In 2021 SIS intends to develop a framework and an appropriate methodology measuring progress in the field of personal data protection. To this end, criteria and specific, measurable indicators tailored to the context of Georgia will be developed. Progress evaluation framework includes three key components: 1) status of the legislative framework and its compliance with international standards; 2) quality of implementation of data protection legislation in public and private institutions; 3) degree of public awareness in the field of data protection. Progress evaluation will be developed by SIS in cooperation with the UNDP. USAID GGI intends to support the SIS to conduct a qualitative survey evaluating public awareness level on PDP.

Objective and intended outcome:

The general goal of this assignment is to support the State Inspector`s Service to improve public awareness level on personal data protection.

The specific objective of the assignment is to support SIS in development of relevant evaluation instrument, including third component of the evaluation framework on personal data protection in Georgia.
